Gül 's comments came during his speech , on Friday , at Harvard University in Boston , under the title of " current regional issues and outlook for the future ."
Gül expressed in response to a question related to Turkey- Kurdistan Regional Government relations and the federal government in Baghdad , his hope that Iraq will be a stable country that can use all the sources for its people , pointing out that the developments in Iraq was of interest to Turkey in the first place , because it is a neighbor state, as he said.
He added that some of the basic laws are not passed by the Iraqi parliament due to lack of administrative stability in Iraq , noting that one of these laws is related to the control of oil.
He noted that the issue of the distribution of oil profits is still a matter of debate , pointing to the negotiations between Turkey and Kurdistan Region for the transportation of oil , gas and energy to Europe through Turkish territory .
He noted Turkey will put the Iraqi constitution as a reference to solve this problem , pointing out that the Constitution gives 83% of profits to the federal government and the rest to the region .
Gül ‘statements comes after more than a week of the announcement of Turkey for export and sale of a quantity of oil of Kurdistan inventory in the port of Ceyhan to the European countries according to what the Minister of Energy , Taner Yildiz had said , which angered the Iraqi government that announced filing a complaint with the International Chamber of Commerce against Turkey and the region and the companies that participated in the sale and export.
