Shafaq News / Saairun Alliance (Alliance Towards Reforms ) announced on Saturday, its official position of amending the Parliamentary Elections Law, stressing its adherence to choosing the system of multiple electoral constituencies, numbering "240".

“on the verge of an important stage in the political action ,we have set our effort on the general changes as the most important of which are legitimate demands that have been expressed through peaceful, popular demonstrations that swept many Iraqi cities,” said spokesman for Saairun Alliance ,Hamdallah al-Rikabi at a press conference held in Parliament and attended by Shafaq News Agency today .

"The alliance is with the amendment of the electoral law and the selection of multiple electoral constituencies system, numbering 240 is an optimal choice that is closer to the aspirations of the Iraqi people to choose their representatives and not to circumvent their will and manipulate their votes, and that every parliamentary seat has one electoral constituency, while ensuring the rights of minorities "9" seats and women's quota "80" seats

“The multi-constituency system guarantees a wide electoral participation for all segments of Iraqi society and will open the door for positive participation and create a case of fruitful competition away from political domination and negative interventions of some parties so that the results will be a true reflection of the voters’ will ,” Al-Rikabi added.

" Saairun Alliance emphasizes the necessity of working hard to provide a secure electoral environment that guarantees the active participation of voters and candidates with the presence of an Independent High Electoral Commission (IHEC) to hold early elections."

The first deputy speaker of the parliament, Hassan Al-Kaabi, confirmed earlier that the final touches are being put on the election law schedule.

Al-Kaabi said while heading the Presidency meeting with the leaders of the political blocs and the Parliamentary Legal Committee that we are working hard to accelerate the finalization of the electoral law schedule and present it on the parliament’s agenda.

He added that the electoral law legislation will contribute greatly to building a modern electoral process. Stressing the need to complete the law as soon as possible to be a new good –well gesture to the Iraqi people.

The Iraqi parliament had voted on some provisions of the new election law late last year under pressure from popular protests against the ruling political class, but the legislation of the law was not completed due to disputes over some of its articles.

The new law is supposed to make way for independents and small blocs by adopting a multi-circle system and winning the highest votes.

The new Iraqi government headed by Mustafa Al-Kadhimi decided in its first meeting to ask parliament to complete the legislation of the new election law in preparation for setting a date for early elections.

Observers believe that the new law, whatever the problems surrounding it, has become a prelude to changing the political equation in Iraq in a way that threatens the influence of the major powers that did not expect one day to revolt from the social and sectarian scene that they bet on.
